Airsoft IS "Canadian Legal" (i.e., you may own and use one, no one is coming to your house unless you do something stupid with it), but the import and transfer isn't legal, although currently only imports and commercial transfers (open sales in stores) are being restricted.
Considering Frank already has Velocity Arms -branded lowers (presumably some might be TM compatible, like ICS) it's not unimaginable that he just got a bunch of TM guns sans lowers and used his own.
