I'm lucky in this that it barely just fit but there's absolutely no room for adjustment.

I found the same thing with mine; 4 of the pads were loose inside the bag. But once I firmly placed the velcro dots they stuck very firmly. I think the guys doing the assembly just "slapped" them with the velcro pre-positioned on the pads so they didn't adhere properly to the helmet. The pads themselves were absolute crap though.
