It's so easy to blame parents when kids do stupid shit. Kids are immature, lack life experience and are suspetible to influence. They generally do stupid shit, some more stupid than others.
If you want to help the kid learn the error of his ways, you punish the kid and not the parent. Punishing a parent with poor parenting skills will unlikely lead to an improvement in their parenting, it could make it worse. With the exception of restitution, punishing a good parent is pointless.
