wouxun kg uvd1p or the puxing 777, or 888 are what i recommend
i use a wouxun kg uv3d but its max transmit band is limited so i had to hack it in order to bring it up to par with the uvd1p
for headsets, i wear mesh face mask, and a simple and cheap ztactical single ear headphone and microphone work fine, i stuff the mic under the mask though it takes some getting used to wearing
recently though ive been using the tri comtac 3 noise cancelling/amplification headset, its not as cheap as others but its wonderful
i would advise against throat mics in general, they tend to be hit and miss and are quite uncomfortable.
