Gen 3/3+ requires expensive paperwork to export, as tom said, though the process is fairly easy.
Also, contrary to common thought, there are companies in Canada that carry and sell Gen 3+ units to both the civilian and MIL/LEO market in Canada, ITT PINNACLE tubes and Auto-Gated, not the basic models, though they do carry those as well if you're on a lower budget.
Just look around and you should be able to find the retailers on your own.
