There are different grades of polycarb all can withstand varying levels of impacts... military eyewear for example is often referred to as ballistic rated polycarb, so there must be something special about it. You'd have to ask someone who engineers the stuff to be sure though.

Yes and no, military eyewear and paintball masks are manufactured to ballistic standards.
For airsoft, China can not make safe goggles to protect your eyes. They sell you mesh goggles. So I don't believe for one second their optic bb shields is worth sh$$
