I know a proffessional HTML and PHP programmer that, if paid, could make a script that you have to answer a quiz to be able to enter the actual forums themselves.
In fact he had a script exactly like that on his old forums. There was an FAQ with all the answers, then the person would have to find all the answers to the quiz by reading the FAQ. If 80% was scored, then their permissions were automatically updated.
Would really help on this forum if you ask me
